Proficiency Testing Project (PTP)
for Central Asian Languages
With the support of twenty Title VI National Resource Centers (Inner Asian and Uralic, Russian and East European, Middle East, East Asia) CeLCAR directs a multi-year Proficiency Testing Project to develop proficiency guidelines and test materials for Central Asian languages (Azerbaijani, Kazakh, Kyrgyz, Tajiki, Turkmen, Uyghur, Uzbek, and Pashto). During the first phase, proficiency guidelines for each Central Asian Languages will be developed based on the specific constructions of each language, the existing proficiency standards developed by ACTFL, ILR, and Common European Framework of Reference for Languages, and the framework of language use and language ability. In the next phase, test materials for each language based on the PTP proficiency guidelines will be developed along with the specific test task specifications which will guide the testers in generating tasks similar to those written by other test writers. In the final phase of the project, these test materials will be piloted against students and will be revised accordingly and the standards-based test for each individual Central Asian Language will be completed.
