the MoveAs
in previous years, members of the Africana Librarians Council (ALC) traveled
this summer - to Europe and Africa, to meet international colleagues, attend
various conferences and the Zimbabwe International Book Fair, and buy books.
Among the travelers were Phyllis Bischof, who attended a conference in
Switzerland; David Easterbrook, Joe Caruso, and Marion Frank-Wilson who
attended the Zimbabwe International Book Fair in Harare. Marion Frank-Wilson
also met with Africana librarians in Germany, and visited the Library of
Congress Office in Nairobi. This issue of ALN, apart from providing the
usual information, focuses on these activities.

Official
statistics for ZIBF 2000 include 317 exhibitors from 31 countries and overall
attendance of 23,729. The overall theme for ZIBF 2000 was "Celebrating
African Books." The country of focus for ZIBF 2000 was Ghana and the theme
of the Indaba was "Millennium Marketplace." The Indaba provided a number
of lively plenary events as well as over 50 panel sessions that addressed
a broad range of issues. A look at the program for the Indaba will show
clearly the breadth of the presentations (http://www.zibf.org/indaba00.htm).
Throughout
the week of the book fair, day-long conferences, seminars and workshops
sponsored by many different organizations such as APNET, the British Council,
SABDET, the Swedish Library Association, and the Zimbabwe Book Development
Council focused on such issues as African scholarship, copyright, marketing,
library selection, publishing, writing, etc. Many other book and cultural
events surrounded the book fair. These included a film festival and exhibition
of original illustrations from children's books published in Africa, both
held at the National Gallery of Zimbabwe directly adjacent to the site
of ZIBF. There were also book launchings, signings, readings and dramatic
presentations at a number of different venues. Highlights of the week also
included presentation of the first Caine Prize for African Literature,
the Zimbabwe Book Publishers Association Literary Awards and the launching
of the "Africa's 100 Best Books" program.
Of
particular importance to those participants in the ALA-ZIBF free pass program
was a one-day orientation seminar. The program included presentations made
by representatives of APNET, the Pan African Booksellers Association (PABA),
the Zimbabwe Library Association, the Zimbabwe Book Development Council
and Zimbabwe's Rural Libraries and Resources Development Program. The day
also included a tour to two libraries, the University of Zimbabwe Library
and one of Harare's major public library branches, the Highfield Library.
Looking
ahead to next year, the 2001 Zimbabwe International Book Fair will be held
in Harare, August 3-11, with an overall theme of "Transformation." The
country of focus in 2001 will be Senegal and the Indaba theme will be "Changing
Lives; Promoting a Reading Culture in Africa." Preliminary information
about ZIBF 2001 is already on the web at http://www.zibf.org/welcome.htm.
Phyllis
Bischof delivered an invited paper, entitled "The Potential of Cooperative
Projects by Southern African, European and American Librarians," which
shared information concerning the work of the Cooperative Africana Microform
Project and the Africana Librarians Council. Also discussed were a number
of possible new or easily expandable projects, many made feasible by electronic
communication.
The approximately fifty persons who attended the conference were librarians and government officials from Namibia, South Africa, various European countries, and Mozambique. The occasion afforded marvelous opportunities for networking, and surely was a birthday party that will live in memory, not only because of the quality of its programming, but also because its proceedings will be published shortly.

1998 Oxford D.Phil thesis.isbn:

Based
on interviews and surveys conducted among 200 South African business executives
between 1994 and 1998, the study finds that while a growing Black elite
benefits from racial preference policies in senior management, the majority
of the poor are not affected at all. A policy of non-racial bias-based
affirmative action is suggested as the most feasible way to facilitate
equity.

Based
on 1994-96 fieldwork on the White-owned commercial farms and former "native
reserves" of the Omaheke Region, this work shows that the San people were
mostly not driven off their original lands but were rather enveloped by
settler-farmers in a crude system of villeinage.
