(R.S.F.S.R.)
always changes to
Russia, except when the name of the city
has also changed. RI24.4C4 states that a corporate body is qualified by the latest
name of a place during the lifetime of the body.
Institut globalnogo klimata i ekologii (Leningrad, R.S.F.S.R.)
will change its qualifier to: (Saint Petersburg, Russia), since it is still in
existence
BUT
Arkticheskii nauchno-issledovatelskii institut (Leningrad, R.S.F.S.R.)
which closed in 1958, will not be changed
