Trustee Resolution
July 1, 2003 - Regarding Employee Health Care Program Cost Increases
WHEREAS, Indiana University will allocate approximately $74 million during
FY 2002/2003 toward employee health care program contributions (a $13
million, 21.3% increase over the prior fiscal year);
AND WHEREAS, Indiana University's contributions for employee health care
coverages increased by $39.5 million (114%) over the past four years;
AND WHEREAS, the funding for these contributions, along with employee
salaries and other benefit program contributions, are provided from department
resources, the growth of which has not kept up with such increases, resulting
in departments having to reallocate from other expenditures;
AND WHEREAS, the continued reallocation of a disproportionate amount
of department resources to employee health care program contributions
would result in unacceptable increases in student tuition and/or reductions
in departments' ability to meet core academic and research missions;
NOW, THEREFORE BE IT RESOLVED that The Trustees of Indiana University
direct appropriate administrative officials, in consultation with the
IU Commission on Health Care, to take stronger measures to limit the growth
in Indiana University's employee-adjusted health care program contributions
to no more than 14 to 18% per year.
