“Zero Tolerance Goes South: U.S. Police in Latin America after the Cold War”

Professor Micol Seigel reviewed the consulting work of the Manhattan Institute's representative Los Angeles police chief William Bratton in Latin America, explaining how that work extends the Cold War patterns of U.S. military intervention into today. Bratton is the major proponent and practitioner of "zero tolerance" for cleaning up urban crime. Seigel further pointed out how that work feeds the current trend toward over-incarceration — and its racist social devastations — of people in the United States.
