Efim Grigoryevich Skobilitskii was born in 1919 in Berdychiv. His grandfather was a rabbi. As a child, Efim attended Jewish religious school. After graduation, he worked at the museum writing exhibition labels in Yiddish and Russian for collections. He also worked in photography before the war. Skobilitskii served in the Red Army during World War II and participated in the liberation of Berlin in 1945. He participated in rebuilding the religious site of the Tzadik (spiritual master) Levi Yitskhak of Berdichev.
