The Bloomington Faculty Council (BFC) is a representative body of elected members from the Bloomington campus of Indiana University. During the early 1970s, Indiana University experienced a reorganization of the system administration which created a University Faculty Council responsible for faculty governance of the eight IU campuses and a Bloomington Faculty Council responsible for faculty governance on the Bloomington campus. With the adoption of the Constitution of the Bloomington Faculty of Indiana University on May 6, 1975, the authority of faculty members on the Bloomington campus was solidified.

Authority

The Constitution of the BFC affords the faculty legislative and consultative authority over the following matters:

Similar authority has been afforded the individual school faculties (i.e. College of Arts and Sciences, School of Library and Information Science, etc.). These school faculties, in turn, may delegate authority to faculties of departments, divisions, or other academic units. The authority of the Bloomington faculty has been delegated to a body of elected representatives called the Bloomington Faculty Council. The BFC maintains a committee structure where most policy, legislative, and consultative authority is exercised. Committees are comprised of both elected BFC members and volunteer members from among the faculty, students and staff. The following is a list of current BFC committees:

Membership

Nominations for BFC members occur in the fall semester for the following academic year and elections occur each spring for faculty council members.

Officers. The officers of the Bloomington Faculty Council include the Presiding Officer (the IU Bloomington Provost), the President Pro Tempore, the Secretary, the Parliamentarian, and three Agenda Committee members. The President, Secretary, Parliamentarian, and Agenda Committee members are elected from among the elected Council members each spring.

In addition, there are at-large campus representatives, clinical, lecturer, research and Emeriti faculty representatives, administrative representatives, graduate and undergraduate student representatives, an ROTC representative, and a professional council representative included as voting members of the BFC.

University Governance Structure

The Bloomington Faculty Council operates within the established faculty governance structure and guidelines approved by the University Faculty Council (UFC). The UFC has membership from across the eight IU campuses and the University President is the presiding officer, with the Bloomington Faculty Council President and the IUPUI Faculty Council President presiding as Co-Secretaries of the University Faculty Council. There are currently fifteen representatives from Bloomington on the University Faculty Council.
