Parts of the Program Statement

The Project Description

This section of the Program Statement provides a brief overview of the project, highlighting information that has a major effect upon project cost, such as:

  • Location or site
  • Project size
  • Functions by square footage
  • Room types by square footage
  • Special or unique features that affect project cost
  • Project scope

Project Justification

The justification explains the need for the project and the benefits that the project will bring to the user and the University as a whole. This description and justification is often a primary source of information that funding and regulatory bodies receive about the project. The Project Justification is of great value for these presentations of the project to people that are often unfamiliar with its details. Common justifications include:

  • To correct code or life safety problems
  • To accommodate enrollment change
  • To protect capital investments
  • To increase efficiency, productivity
  • To accommodate program change or growth
  • To meet regulatory mandates
  • To accommodate changing technologies

The Space List

This section is simply a list of spaces and their sizes as they will occur in the building, and is usually the starting point in development of any program.

Individual Room Descriptions

This section provides detail about each room in each of the following categories:

  • Room Size - Size of room in assignable square feet (from inside  wall to inside wall)
  • Description - Room title, i.e., Dean's Office/Research  Laboratory/Animal Isolation Room/etc
  • Intended Use - Function to be performed in room or area and number  and type of people using room or area
  • Special Room Requirements - Requirements involving such things as  humidity level, temperature, light levels, noise levels, atmosphere,  ventilation, security, special access, floor loading, electrical loads, other  wiring needs, plumbing, etc.
  • Equipment Requirements - Listing of fixed and loose equipment;  included for reasons such as cost estimating, verification of room size,  estimation of heat and power loads
  • Location - Statement of required or preferred adjacency and  proximity for each room or area

Reviewing Offices

After the information is assembled to the satisfaction of the user(s), a program statement must be reviewed by various campus and institutional entities with an interest in the quality of construction, cost, and compliance with campus standards, etc. Typical reviewing offices include:

  • University Architect's Office
  • Administrative Vice Chancellors
  • Risk Management Office
  • Disabled Student Services Office
  • Physical Plant
  • University Information Technology Services
  • Environmental Health and Safety
  • Space Management
  • Engineering Services
  • Building Services
  • Communication Services
  • Instructional Systems Services
  • Safety
  • Student Services
