Note 1: For the 1998-99 and 1999-00 school years the university and the union agreed to a calculation for the raise that guaranteed cost of living +5% and then had an additional element composed of merit and longevity. Read the Agreement Here
Note 2:For the 2000-01 and 2001-02 academic school years the university and the union agreed to use the raise calculation from the previous agreement. The fact that 3.5% of the total support staff raises was provided as a total budget to work with was also provided in this agreement. Read the Agreement Here
Note 3: For the 2002-03 and 2003-04 academic years the university and the union agreed to a flat distribution that guaranteed a raise based on the consumer price index and any money left over could be negotiated between the university and the union. The agreement listed on the IU HR site does not indicate that anything more complex was done with the 2.5% allocated. As you can see 2.5% is above the inflation rate, but only by a small amount. Note 4: For the 2004-05 and 2005-06 academic years the university and the union agreed that everyone making $25,000 and below would get a flat $625 raise and everyone making above $25,000 would get a 2.5% raise. This distribution was part of the union's attempt to fix the fact that a disproportionate number of support staff workers were still near the bottom of their pay scale despite having worked for the university for many years.
