This foundation seminar focuses on theoretical underpinnings and alternative
approaches to the study of public policy.  Readings and discussions explore
research developments that bear on five questions: (1) what are the main
origins and directions of policy studies?  (2) What are the dominant
intellectual approaches to the study of public policy?  (3) In what way does
policy analysis provide useful information and knowledge about public
policy?  (4) To what extent are implementation and public management
essential to understanding public policy?  (5) Can a "design science"
approach compete successfully with the rigor and scholarly achievements of
the dominant "natural science" approaches to public policy?  Seminar
reports, two written critiques, and one seminar paper are required.  A final
examination is optional.
