This course will focus on the legislative process in the United
States.  The goal will be to provide a survey of the literature on
the U.S. Congress, as well as introduce some of the current
controversies in the study of legislative politics.  We will uncover
directions for future research and students will be expected to
develop an original research proposal or paper.  Topics to be
discussed are: congressional elections, representation,
congressional organization, and inter-branch policy making.  We will
read and discuss materials that approach legislative politics using
a variety of methods, including formal, empirical, and historical.
