Public Finance in Economies in Transition

This course explore the problems that countries of Eastern Europe and the
former Soviet Union have encountered in attempting to establish stable
systems of government finance as they move toward market economies and
democratic government.  Topics covered will include:  budget processes and
financial management, revenue assignment and revenue administration,
defining the role of government and dividing the role among tiers of
government, decentralization aquestions at
