In today’s world, it is difficult to consider the causes of
internal conflict and civil war without a discussion of ethnicity.
Ethnicity, culture, nationalism and religion are commonly cited as
possible causes of tensions between groups within countries.
However, ethnicity is not only argued to affect war within
countries, but also war between countries. This course focuses on
the international dimensions of ethnic conflict. Ethnic conflict
can exhibit international dimensions in several ways. For example,
internal ethnic conflict within a country can “spillover” into
another country, causing the ethnic issues to become
internationalized. Irredentist and secessionist movement often
result in international conflict around ethnic lines. International
actors may intervene into an internal ethnic conflict in hopes of
resolving the dispute. These are only a few ways in which ethnic
conflict exhibits an international dimension. To assess these
issues, we will begin by reviewing theories of ethnic mobilization
and how such mobilization may lead to war. Once students have
gained a solid theoretical base, we will begin to apply this theory
to the study of ethnic conflict at the international level. In
addition, several case studies will be presented to illustrate the
international dimensions of ethnic conflict. Finally, students will
participate in simulation and role playing exercises where they will
be challenged to deal with the international aspects of ethnic
conflict.
