This course is designed to expose students to management in the
public sector. Students will learn about the unique political,
structural, and institutional context of public management. The
class is not a typical management class where one leans the specific
techniques of management. We will cover such topics, but the course
is more concerned with providing an overview of the fundamental
constraints and opportunities facing public managers. The semester
will thus survey the topics of communication, making decision,
planning, organizing, leading, managing resources, and behaving
ethically. All of the issues we will discuss will address knowledge
essential for understanding public management in the 21st century
and will provide a foundation in a public setting.
