Topic:  Decentralization and Regulation in Comparative Perspective

“How does decentralization affect the exercise of government?  How
does decentralization affect the regulatory capacity and
responsibilities of the state?  Under what conditions do
decentralization reforms and an emphasis on local governance lead to
better developmental outcomes?  To answer these questions, students
will be exposed to a variety of theoretical approaches to the study
of political organization and how the structure of government
affects the incentives of politicians and citizens to bring about
more desirable policy outcomes.  We will also examine recent
evidence on the benefits and drawbacks of decentralization reforms
from selected countries in Latin America, Asia, Africa, and the
European Union.   Selected topics include fiscal federalism,
regulation and market development, social policies, and democratic
accountability.”
