This Honors Seminar explores some major public policy issues that
have emerged in the United States since passage of the
Telecommunications Act of 1996 and have been driven in large part by
the rising importance of the Internet. These include issues such as
the development of a national broadband plan, the debate over
network neutrality, and the newspaper industry’s struggle to develop
a sustainable business model. We will consider theories related to
technological innovation, economics, law and policymaking processes
to understand the problems underlying the demand for some government
action, the constraints on developing possible solutions, and the
difficulties of achieving political consensus on policy options.
