This seminar is the introductory core course for graduate students
specializing in the field of public policy in the political science program,
as well as for students in the joint Ph.D. program of political science and
the School of Public and Environmental Affairs.  The seminar surveys a wide
variety of approaches to the analysis and understanding of public policy.
The course is not a survey of any particular set of substantive policy
areas.  Instead, it is intended as an examination of the enduring puzzles
that analysts of public policy commonly confront, the kinds of research
methodologies that they employ, and the techniques that they bring to bear
on their research questions.  The readings encompass a variety of
literatures, drawn from the various areas and approaches to the study of
public policy.
