If you want, you can make an internal patch change, but this is not required. In other words, a track would change, at some point in the sequence, from its default patch to a new patch.
A real-time MIDI effect applies to the total duration of a track. If you want a track to have the effect only some of the time, then use two tracks assigned to the same patch, put the effect on only one of the tracks, and distribute your notes between the tracks. Another solution is to apply the effect destructively to the track, using the Region > MIDI Effects menu. If you do this, supply a track comment telling me what you didi — click in the COMMENT column and type.
