ESL or ENL?

Enrollment in the IPS English as a Second Language Program has been growing steadily. The increase of non-English-speaking students isn't isolated to IPS. Wayne Township Schools report 600 in ESL programs. That number increased from 400 students last year, and 45 students in 1997... 

Although Spanish-speaking students account for most of the ESL enrollment, students at city schools speak a wide assortment of foreign languages that include Bosnian, Portuguese, Hindustani, French, Serbian, German and Vietnamese. Some come to the city with limited ability to speak English. But others don't even know the English alphabet.
