Keynote speaker Jacqueline Bott Van Houten
is the World Languages Consultant for the Kentucky Department of Education and the current Vice President of NNELL. She developed the Kentucky World Language Framework (Guiding Principles, Program of Studies, Implementation Manual, Standards, Performance Descriptions, Scenarios and Performance Tasks) and LinguaFolio KY as well as initiated Memoranda of Understanding between Kentucky and the Spanish Embassy’s Ministry of Education and Culture, the Embassy of France, the Académie de Dijon, and the People's Republic of China's Office of Chinese Language International (Hanban).

She provides training for world language and ESL teachers on school-based and online curriculum, instruction and assessment, serves on statewide Scholastic Audit teams to evaluate schools-in-decline, and provides technical assistance to Kentucky Legislature.  In addition her role in the Kentucky state government allows her to  write, direct and evaluate state and federal grants,  lead teacher/administrator abroad programs, organize events, such as the 2003 Governor's International Education Summit, and publish reports, and work with Chambers of Commerce, Rotary Clubs, World Trade Centers, Kentucky League of Cities, on educational and international projects.
