Timothy William Waters is Associate Professor at Indiana University Maurer School of Law, where he teaches international and comparative law. He has a BA from UCLA, a Masters in International Affairs from Columbia (specialization in East Central Europe), and a JD from Harvard, where he has also held visiting fellowships. He has worked for the International Criminal Tribunal for the Former Yugoslavia, Open Society Institute, Human Rights Watch, and the Organization for Security and Cooperation in Europe. His research focuses on regulation of ethnic conflict; he is currently editing a volume on the trial of Slobodan Milošević, forthcoming from Oxford University Press (2013). In 2012-3 is a Humboldt Experienced Research Fellow at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, where he is working on a book on secession and self-determination.
