Senate Bill 262: Limits state university tuition increases to
3% annually.
Digest of Bill
Tuition and fees for state educational institutions. Provides that a state
educational institution may increase the tuition and mandatory fees for
a full-time undergraduate student who is an Indiana resident by not more
than a percentage equal to the higher education cost of living index (established
by the commission for higher education) or 4%, which is greater, each
year for four academic years (for four-year schools) or two academic years
(for Ivy Tech and Vincennes) following the academic year in which the
student officially accepts an offer of admission from the institution.
Requires a state educational institution to set tuition and mandatory
fees for the following academic year and notify the budget committee of
the rates set before December 1 of each year. Allows a state educational
institution to reset tuition and mandatory fees after the state biennial
budget is adopted; however, provides that a student who has already official
accepted an offer of admission to the institution must be charged the
tuition and fees in effect at the time of the acceptance, unless the reset
tuition and fees are lower than those in effect at the time of the acceptance.

HHE's Position
We feel that a discussion about affordable college education is an important
one to have. However, at this time, we are opposed to Senate Bill 262.
Tuition decisions are always difficult to make, especially when it is
unknown how IU will fare in the legislature each year. By placing a cap
on tuition increases, the state is tying the hands of the colleges and
universities, especially when state support is not enough to keep up with
operating costs.
- IU works hard to keep operating costs down and tuition low for students.
- When state funding falls short, IU has no choice but to raise tuition
in order to maintain academic excellence.
- IU is committed to working with the General Assembly to ensure that
Indiana continues to offer affordable, high-quality education opportunities.
- IU is doing its part by continuing efforts to manage the university
as efficiently as possible.
- IU's elected and appointed trustees have a valuable perspective because
of their close association with the University, enabling them to make
fair decisions about tuition increases.
