SUMMARY OF POSITION
IREX seeks a Program Manager for a Regional Partnership Initiative II program. The Program Manager is responsible for managing relationship with program local partners, administering small grants, drafting reports to the funder and other documents in English, and liaising with IREX/DC. This is full-time position based in Dushanbe, Tajikistan.

RESPONSIBILITIES AND DUTIES

* Closely oversee work done by local partner organization and ensure that the program meets proposed objectives and targets

* Approve and submit all reports, plans and other administrative information to the funder and IREX headquarters

* Ensure that all fiscal and performance activities are in compliance with IREX policies and procedures, and USG regulations

* Maintain effective relations and coordination with program donor and partners. Collaborate with implementing partners to coordinate efforts and share results
* Serve as primary liaison with IREX headquarters

QUALIFICATIONS

* At least 5 years of program management experience required, preferably in the NGO sector; previous experience working on USG-funded programs strongly preferred

* Ability to draft complex documents in English required; experience drafting reports for USG-funded projects highly desirable

* Strong logistical and organizational skills required

Based in New York City, the Program Officer will conduct grant making activities in the Foundation’s new Advancing Higher Education Access and Success portfolio, which supports postsecondary policy and system changes that improve the life chances of students from marginalized backgrounds. SUMMARY:
The Open World Program is funded by the Open World Center at the Library of Congress. The program, through travel of delegations to the U.S., aims to increase mutual understanding between the U.S. and the Russian Federation, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Ukraine. The goal of the Open World program is to enhance understanding and capabilities for cooperation between the United States and the countries of Eurasia by developing a network of leaders in the region who have gained significant, firsthand exposure to America's democratic, accountable government and its free-market system.

The Program Manager supervises program staff in the Washington, DC office and coordinates activities closely with program staff in the Moscow office, travel agency staff, and database management staff. The Program Manager also is responsible for regular communication and reporting to the Open World Center staff and working in cooperation with American Councils senior management and partner organizations. The position reports to a Washington, DC-based Vice President.

PRIMARY RESPONSIBILITIES INCLUDE:
* Oversees day-to-day program activity in the DC office, makes program staffing decisions, and supervises seven program staff;
* Maintains relations with the Open World Center, partner organizations, and U.S. hosts;
* Works jointly with the Moscow-based program manager to develop and implement a strategy for participant recruitment, selection, and implementation of the program;
* Works with the Moscow-based Open World manager to articulate program activities overseas and in the U.S.;

* Ensures coordination with partner organizations on development of itineraries and placements for participants;

* Coordinates travel and visa support for participants;
* Oversees maintenance of interpreter recruitment and database;
* Develops and implements policies and procedures covering a variety of situations, including emergencies.

The Health Advocacy Fellow will help administer the Immigrant Health Access and Advocacy Collaborative and take on a range of health policy, advocacy, technical assistance and training responsibilities. Through the Collaborative, immigrant-serving community-based organizations receive grants to engage in outreach, education, direct client assistance and systemic advocacy to improve immigrants’ access to health care and insurance. The Fellow will help administer and guide the Collaborative, which also involves partnerships with legal services organizations. The Health Advocacy Fellow’s primary roles involve: program coordination; grants management; capacity-building to grant recipients; advocacy with administrators, public officials, and the media; policy analysis; and provision of training and technical assistance.

POSITION: Health Advocacy Fellow (Full-Time) will be supervised by and will assist the Health Advocacy Coordinator.

RESPONSIBILITIES:
o Administrative duties related to implementing a grant making program, including: record keeping and routine correspondence with grantees and partners; data tracking and database development; oversight and monitoring; coordination of monthly meetings; and problem resolution.
o Providing ongoing technical assistance to community-based organizations in such areas as outreach, advocacy, project planning, and media relations.
o Conducting policy analysis on a range of immigrant health access issues, and developing materials for use in education, outreach, and advocacy, as well as tracking developments and writing policy briefs.
o Assisting in advocacy campaigns on immigrant health care issues by: identifying problems and developing strategies for change; convening working groups and mobilizing organizations for advocacy efforts; and engaging in media relations, legislative work, and other activities necessary to achieve goals.
o Making presentations and representing the NYIC at meetings, workshops and conferences.
o Contribute to other organizational projects as necessary.

QUALIFICATIONS: Highly organized with a demonstrated ability to prioritize and handle multiple, complex tasks. Ability to work effectively with all levels of stakeholders across diverse organizations. Experience in nonprofit setting preferred and demonstrated interest in social justice issues. Excellent written and verbal communication skills. Bachelors degree; experience preferred in program administration, grants management, client advocacy, or organizing. Experience working with community-based organizations, familiarity with the U.S. health care system, and media or legislative experience are desired. Excellent computer skills. Bi/multilingual ability preferred.

The National Human Trafficking Resource Center (NHTRC) is a program of the Training, Technical Assistance and Strategic Planning (TTASP) department.

TTASP works to improve the systemic response to protect victims of human trafficking in the United States and to strengthen the anti-trafficking field. The NHTRC is designed to serve the mission of TTASP by helping to meet the urgent need for accessible and comprehensive information. Through the generation and dissemination of comprehensive resource materials and the provision of referrals, the NHTRC functions to improve regional and national levels of coordination. Such services offer concise, organized information on a variety of topics useful to the anti-trafficking movement.

To help strengthen the capacity of the field, NHTRC fellows will work alongside NHTRC staff to assist in the operation of the national hotline and to design and create the NHTRC website. Polaris Project’s national hotline acts as a resource for potential trafficking victims, service providers, community members, law enforcement agents, medical or legal professionals, researchers, students, and policy-makers.

In addition, NHTRC fellows have the opportunity to engage in the breadth of Polaris Project’s work on public policy, victim assistance, client outreach, and grassroots advocacy through the development and distribution of various training materials. As part of this project, NHTRC fellows will conduct research on various issues related to human trafficking at the local, state, and national levels.

Broadly, fellows will gain first-hand experience in understanding and participating in the anti-trafficking field in the United States.
