Reprint # 12: Downsizing State Psychiatric Hospitals

Thirty-three state mental health authorities downsized one or more state psychiatric hospitals in 1993, according to the State Mental Health Authority Profiling System of' the National Association of State Mental Health Program Directors Research Institute (National Association of' State Mental Health Program Directors Research Institute 1994). Relatively little research has been done on the process of downsizing state psychiatric hospitals, on the corresponding process of developing enhanced systems for providing community mental health services, and on the impact of' these system changes on their targeted populations. In this chapter, we describe the initiation and ongoing evaluation of hospital downsizing projects, systems, legal, fiscal, and organizational circumstances that potentially affect the downsizing process.
