In 1998, the IU School of Public and Environmental Affairs (SPEA)was awarded a three-year grant in by the Bureau of Educational and Cultural Affairs to help establish an undergraduate program in public administration at Western University (WU), Baku.  The grant provides for the exchange 12 faculty, each way, for the purpose of curriculum development, funds for technology development and distance education, and the purchase of reference materials for the WU library.
