IU and Taraz State University (TarGU) have formed a partnership for the purpose of building and expanding ongoing higher education administration and curriculum reform and restructuring at TarGU. TarGU will serve as a resource and model to extend reform to other institutions of higher education in Kazakhstan.

Education in Kazakhstan is changing as the country moves into a post-Soviet world and towards a civil society and market economy. Higher education plays an important role in this transformation in that colleges and university are uniquely situated to prepare new leaders for government and industry, provide new teachers for primary and secondary schools, and to serve as models of democratic, multicultural institutions.

The administration of the project will be to demonstrate higher education administration issues and practices. The selection of work groups and exchange teams will be used to model diversity in higher education administration. The project includes many outreach activities such as public lectures, workshops, case studies, and school visits that will focus on the theme of higher education administration.
