Parliamentary Development Project

The Parliamentary Development Project for Ukraine (PDP) is a non-partisan organization based at Indiana University with a mission to strengthen and reform the democratic process in Ukraine by providing technical and logistical assistance to Ukraine’s parliament, the Verkhovna Rada. PDP actively pursues the following four goals:

  • Promoting effective parliamentary management
  • Improving legislative-executive relations
  • Increasing citizen access and participation
  • Promoting policy reform
PDP has provided uninterrupted assistance to the Verkhovna Rada since 1994 through its offices in Kyiv, Ukraine, and Bloomington, Indiana. Working in collaboration with former national deputies, state officials, and specialists from Ukraine and around the globe, PDP provides expert consultation, technical training and education, comparative policy research, and a host of other services to assist the Ukrainian legislative process. 

Funded through a cooperative agreement with the U.S. Agency for International Development, PDP performs a vital role in implementing USAID’s Democratic Parliamentary Strengthening Program for Ukraine.
