    Since 1969, Professor Patrick has conducted research, development, and service projects with funds from various public and private sources, such as the U.S. Department of Education, National Endowment for the Humanities, Indiana Humanities Council, National Science Foundation, the National Trust for Historic Preservation, the Indiana State Bar Association, the American Political Science Association, the Commission on the Bicentennial of the U.S. Constitution, the United States Information Agency, and the Center for Civic Education.

    Service as a consultant and presenter of workshops, institutes, scholarly papers, conference speeches has been extensive. Since 1969, activities as a consultant and presenter of various types of programs have been carried out in 40 states of the United States and in several countries in various parts of the world: India, Saudi Arabia, Italy, Germany, England, Netherlands, Canada, Croatia, Korea, Latvia, Lithuania, Estonia, Bosnia-Herzegovina, Czech Republic, Poland, Hungary, and Romania. Services in the United States as a consultant and program presenter have been conducted for local school districts, state-level departments of education, national curriculum centers, instructional product development agencies, and academic departments and programs of colleges and universities.

Honors/Awards

    Rufus Choate Scholar at Dartmouth College, 1956.

    Recipient of a 1987 Bicentennial Leadership Award for exemplary contributions to development of materials and programs on the U.S. Constitution. This award was given by the Bicentennial Leadership Project of the Council for the Advancement for Citizenship and the Center for Civic Education.

    Instructional Designer and Chief Content Consultant for a Video Program on Federalism (produced by AIT, the Agency for Instructional Technology, in the six-program series, The U.S. Constitution) which was awarded the gold medal for education programs in the International Film and Television Festival of New York, 1987.

    Instructional Designer and Chief Content Consultant for two National Award-winning video program in the ten-program series, Geography in U.S. History, produced by AIT, The Agency for Instructional Technology. The titles of the award-winning programs are "Americans Build the Panama Canal," and "Clash of Cultures on the Great Plains."

    Selected as senior consultant to a project of the Mershon Center (The Ohio State University) and the Polish Ministry of National Education on "Building a Foundation for Civic Education in Poland's Schools." Invited to Poland five times to work with Polish teachers, scholars, and educational administrators, 1991-1993.

    Appointed Faculty Associate of the Mershon Center of The Ohio State University, 1992-1996.

    Appointed Scholar in Residence for the Bill of Rights Institute for Teachers at Montpelier, the Home of Our Fourth President, James Madison; Orange, Virginia, July, 1991.

    Appointed Scholar in Residence for the Bicentennial of the Bill of Rights Program of the City of Seneca, South Carolina, September 14-19, 1991.

    Appointed Scholar in Residence for the Federalist Papers Seminar for Teachers at the North Carolina Center for the Advancement of Teaching, Western Carolina University, Cullowhee, North Carolina, June 14-19, 1992.

    Appointed Non-Resident Faculty Associate for Programs in Civic Education of the Mershon Center of the Ohio State University, 1992-1993,1993-1994, and 1994-1995.

    Selected as a lecturer and seminar leader for a civic education project in the Republic of Estonia in 1993 and 1994. This project was conducted by the Jaan Tonisson Institute of Estonia and the International Foundation for Electoral Systems of the United States, with support from The Pew Charitable Trusts.

    Selected by the United States Information Agency (USIA) to a three-person Academic Advisory Panel on Civic Education Curriculum Reform in Central and Eastern Europe. This project involved trips to Latvia, Czech Republic, Poland and Romania in November and December of 1993.

    Awarded a grant by the Bureau of Educational and Cultural Affairs of the USIA (United States Information Agency) to serve as a consultant in civic education to the Democracy Advancement Center at Riga, Latvia, 1995.

    Awarded a U.S. Speaker and Specialist Grant by the USIA (United States Information Agency) Bureau of Information to serve as a lecturer and consultant in civic education to the Pedagogical Institute of Sarajevo, Bosnia, 1999.

    Winner of Indiana University's John W. Ryan Award for Distinguished Achievement in International Programs.
