Gail has primary responsibility for administering the process of bringing university bonds, commercial paper and other debt instruments to market. She also manages and ensures the reliability and accuracy of university debt information, debt schedules, and various forms of quantitative financial analysis with respect to university bond issues and other debt financing transactions. Gail holds B.S., M.S., and MBA degrees from Northern Illinois University and is a graduate of the Indiana University Fiscal Officers Development Series. She has been on staff in the Office of the Treasurer since 1993.


Associate Director, Investment and Endowment Accounting & Reporting

Bill has primary responsibility for administering the investment and endowment accounting and reporting functions of the university. He also ensures the compliance with generally accepted accounting standards and university policies relating to accounting and financial reporting of cash, endowments, and all invested assets; and the safeguarding of university invested resources. Bill holds a B.S. degree in Accounting from the IU Kelley School of Business, is a graduate of the Indiana University Fiscal Officers Development Series, and has been on staff in the Office of the Treasurer since 1976.

Linda is responsible for managing and administering the Guaranteed Tuition Certificate Program (GTC) Program. She is the front line of contact for holders who wish to redeem or sell, in which case she aligns buyers at an appropriate price. She serves as the trustee bank liaison for certificate reimbursement, problem resolution and follow-up audit. Linda is also the program interface with the Bloomington, IUPUI and regional campus Bursar Offices.

Stew has primary responsibility for the oversight of the Capital Finance division of the Treasurer’s Office, including the planning, structuring and issuing university bonds, commercial paper, and other debt obligations, general oversight of the University’s debt portfolio, financial policy development, and high-level financial analytical support for the Treasurer and VPCFO senior staff. He is also co-founder and co-director of the Tax Institute for Colleges & Universities. Stew holds a BS in Accounting from the IU Kelley School of Business, is a graduate of the CACUBO Management Institute, is a CPA, and has been on staff in the Office of the Treasurer since 1991.

Susan joined the Office of the Treasurer in February 2009 as a manager in the operations area. She has primary responsibility for revenue processing reviews and compliance. She also works with daily cash management and payment card services. Susan holds a BS in accounting and an MBA, both from the IU Kelley School of Business. Prior to joining the Treasurer’s Office, she worked in the Cash Control area of Financial Management Services and in the Kelley School of Business.

Ruth is the Associate Director, Banking. Her responsibilities include the facilitation and oversight of the operational and functional aspects of all banking needs and services at departmental and university wide levels. This includes the cash management and concentration of university funds and e-business support. As an internal consultant to all university departments for Treasury questions and needs, Ruth also identifies and bridges any gaps between financial institutions and the departments that use their services. Ruth is also responsible for issuing, coordinating, evaluating and implementing banking RFPs.

Ruth started as a Financial Manager in the Office of the Treasurer in January of 2002 and was promoted in Nov 2002 to Assistant Director, Banking. In Aug 2004 she was promoted to Associate Director, Banking. Ruth earned the professional designations of Certified Treasury Professional (CTP) in Nov 2002 and Accredited ACH Professional (AAP) in Oct 2004. She brings to Indiana University a 13 year banking background from a major national financial institution. Positions held at that institution included Operations Supervisor, Cash Management Sales and Service Specialist, Banking Center Manager and Vice President. Later responsibilities included management of 7 to 30 staff members, client services/problem resolution, sales and service achievement coaching and business and consumer product sales and service.

Amoret has primary responsibility for financial planning, modeling and analysis, specifically with respect to working capital and capital project financing. She serves as account manager with oversight responsibility for certain asset and liability accounts that are the responsibility of the Office of the Treasurer. She also oversees a portfolio of external agency agreements, and related administration and compliance. Amoret holds a B.S. degree from Yale University, an MBA degree from Columbia University, and is a CPA. She joined the staff in the Office of the Treasurer in April 2007.

Beth has responsibility for debt portfolio analysis and tracking, monitoring of bond proceeds and related construction fund investment accounts, debt payments, and accounting for other Treasury functions. She also provides financial analytical support for the entire Capital Finance group and manages numerous interest allocation processes, unclaimed property analysis, and data extraction report writing for the Capital Finance group. Beth holds a B.S. degree from the IU Kelley School of Business, and has been on staff in the Office of the Treasurer since 1990.

MaryFrances McCourt began as Treasurer of the University and Treasurer of the Trustees in October 2005. Before joining the staff of Indiana University, she was Assistant Treasurer for Agilysys, Inc., a $1.7 billion distributor and premier reseller of enterprise computer technology solutions headquartered in Cleveland, Ohio. She has held various positions in strategic planning, financial analysis and treasury management with particular focus on operational efficiency, business planning (including acquisitions, divestitures and new business modeling), customer/ vendor and product line profitability analyses and balance sheet management. MaryFrances graduated with a B.A. in Economics, magna cum laude, from Duke University and an M.B.A. from Case Western University.

David is a Manager in the Banking Support area for the Office of the Treasurer, Treasury Operations. He is presently involved with the cash management of university funds which includes fund transfers, cash forecasting, balance positioning, and short-term investing. David's other responsibilities include banking relations and payment card services. David holds a B.S. degree in Business Administration and Marketing from the IU Kelley School of Business and he has been an administrative staff member of the Office of the Treasurer since 1985..

Dennis W. Reedy currently serves as the Managing Director of Treasury Operations for the eight campuses, 99,000 student Indiana University systems. He has over 30 years experience in cash management, investments and bank relations. Mr. Reedy came to Indiana University in 1987 after spending 15 years as an officer of a major Indianapolis financial institution. His duties at this institution included serving as treasurer of the corporation's banking operations and treasurer/director of its insurance and securities brokerage subsidiaries. Reporting to Mr. Reedy at Indiana University are the cash and investment management operations, banking relations, credit card processing and e-business support.

Mr. Reedy is a Certified Treasury Professional (CTP). He currently serves on the Board of Directors of the Association for Financial Professionals (AFP) and is a past president and current director of the Association for Financial Professionals - Indiana (AFP-IN). Mr. Reedy has been a faculty member for AFP and NACUBO and has served on many of their committees and task forces. He currently serves as a faculty member for the annual University of Kentucky/SACUBO College Business Management Institute (CBMI). Mr. Reedy has served as Co-Executive Director of The Treasury Institute for Higher Education since the Institute’s inception in April 2000. He served as an Associate Editor of the Sixth Edition of AFP's Essentials of Cash Management and served as a member of AFP Body of Knowledge Committee that provided a similar role for the 7th Edition of Essentials of Cash Management. Mr. Reedy also served as the co-author for the treasury management chapter of NACUBO's handbook for higher education business officers (CUBA, Sixth Edition).

Mr. Reedy holds a B.S. degree in accounting, with distinction, from Indiana University.

Cheryl L. Shifflett is an Associate Director within Treasury Operations. Her responsibilities include oversight of the Payment Card Program, including web-based payments, as well as managing the implementation of new e-Business systems for electronic payment processing. Cheryl is also responsible for ensuring IU’s compliance with the Payment Card Industry Data Security Standard. In addition, Cheryl assists with the daily cash management and banking relations. Cheryl is a Certified Treasury Professional (CTP) as well as an Accredited ACH Professional (AAP). Cheryl is a member of the Association for Financial Professionals (AFP) and the Association for Financial Professionals - Indiana (AFP-IN). Cheryl holds a B.S. degree in Accounting from the IU Kelley School of Business and is a graduate of the Indiana University Fiscal Officer Development Series. Cheryl has been on staff in the Office of the Treasurer since 1999.

Kim joined the Office of the Treasurer in February 2003 as the Manager of e-Business Support. Kim’s primary responsibilities include Payment Card operations and e-Business support. Other responsibilities include assisting with daily cash management. Kim became a CTP in December 2004 and is a member of the Association for Financial Professionals (AFP) and the Treasury Management Association of Indiana (TMAI).

Kim has 9 years banking and 8 years investment experience at a major national financial institution. She held the position of Banking Center Manager with an officer title of Vice President, as well as served as an Investment Advisor. Kim’s responsibilities included the daily banking operations, insurance & securities client sales & advisement, in addition to client service/problem resolution.

Josh works as desktop support and system administrator for the Treasury department. His responsibilities also include webpage development and TIFCU support. Josh earned a B.S. in computer science and a B.A. in math both from Indiana University. He also holds MCSE/MCSA, A+, and network+ certifications.

Sue has primary responsibility for the process of recording electronic payments received by the university, identifying recipient departments, and assisting academic and administrative departments to claim such electronic payments into the appropriate departmental accounts.  She also serves as lead administrator for the Tax Institute for Colleges & Universities, an annual professional development conference hosted by IU for the benefit of college and university business officers and tax administrators.  Sue holds a certificate in Management Training from the IU Division of Human Resources, and has been on staff in the Office of the Treasurer since 1986.
