1. IU Libraries Award Recipients

2. William Evans Jenkins Librarian Award

NATIONAL LIBRARY WEEK ANNOUNCEMENT OF THE WILLIAM EVANS JENKINS LIBRARIAN AWARD

Lou Malcomb is the recipient of the 1998 William Evans Jenkins Librarian Award, which recognizes truly outstanding contributions to the Indiana University Libraries and to the profession. Throughout her career Lou has followed Jenkins' philosophy of focusing on the use of the library collections rather than just housing them.

Lou received her MLS from Indiana University in 1973, and began her professional career at Harvard, serving as Circulation Librarian at the Gordon McKay Library for Engineering and Applied Physics. She returned to IUL in 1974, where she was Acting Head of Circulation in 1974-75, and Assistant to the Personnel Librarian in 1975-76. She has been both Acting Head (1981-82, 1985-86) and Head (1987-97) of the Undergraduate Library. In the intervening years she held several positions in Government Documents, and since 1997 has been Head of that department, which was expanded to include responsibility for the Geography and Map Library, as well. Lou has consistently emphasized the needs of users, most recently in the effort she has spearheaded to bring the large Government Documents collection into the online catalog.

Lou has made similarly significant contributions to the University community and to the library profession. She has been instrumental in integrating the library into the fabric of the campus. To explain the development and importance of the library to the university, she researched its history and assembled a slide show which has been presented in various fora, including to alumni, and has been modified for use in library staff training programs. Since 1984 she has taught the government documents course in SLIS, which in 1997 officially recognized her for this contribution with a Teaching Excellence Recognition (TERA) Award. She has undertaken a broad range of service obligations on University committees and boards of governance, especially those which have centered on student-oriented concerns, including the Council on Student Affairs, the BFC Educational Policies Committee, the Campus Curriculum Committee, and the IUB Personal Safety Commission. She has held leadership positions in the ACRL Undergraduate Librarians Discussion Group, the ILF Reference Division, and the Indiana University Librarians Association.

The letters of support Lou received for the Jenkins Award were unanimous in stressing her caringness, creativity and vision. Her colleagues referred to her as "a mentor and excellent role model for countless students;" "deeply committed to solving the day-to-day problems of librarianship, but also with the kind of vision and shrewd business sense that it takes to be planning 5 and 10 years ahead;" and "second to none" in innovative library practice, to the extent that undergraduate libraries at universities such as Virginia, Michigan and North Carolina adopted ideas that she had first put into practice at Indiana. Without a doubt, Lou has had a significant influence on librarianship at Indiana University, and also within the University Community and the profession at large.

Distance learning often involves the digitizing, duplication, transmission, and downloading of copyright protected materials. Current copyright law allows limited uses of materials in distance learning. The United States Copyright Office is currently preparing a report to Congress with possible recommendations for revision of that law.

The report is due on April 28, 1999. This session on Tuesday, May 11 will be an opportunity to participate in a discussion led by Prof. Kenneth Crews about the report and its implications for distance education at IUPUI, Indiana University, and throughout the country.
