DECISIONS DOCUMENT:
Former Soviet Republics and Soviet Union Name Changes
SUMMARY: The IO database will contain a mixture of former and
current usages of former Soviet republic place names as subject
headings. Whenever an OCLC authority heading is available, that
form will be used as subject and subdivision. The exception is
in indirect subdivision. In these occurrences the intermediate
republic place name will always be the current form of name,
regardless of the form of heading found in the OCLC authority
file. An additional problem is the concurrent use of three
subject headings for the Russian geographical area.
FORMER SOVIET REPUBLICS AS SUBJECTS
All the subjects (651 |a) have been changed to the current
headings by IOCM with the GLCH program.
FORMER SOVIET REPUBLICS AS SUBDIVISIONS
IOCM will run the GLCH program to change all former
Soviet republic subject headings to the current form in both
subdivision and indirect usage (650 |z). This will provide an
accurate, collocated file of current place names at the country
level for subdivided topics.
FORMER SOVIET REPUBLICS AS QUALIFIERS
Subjects (651 |a) on downloaded copy will be edited to match
the form of heading in the OCLC authority file.
FORMER SOVIET UNION HEADINGS
Local scope notes (360) will be created for the following
subject headings to inform users on their IO application:
Russia
Soviet Union
Russia (Federation)

In 1992 the Soviet Union disintegrated and its constituent
republics were established as independent republics. Here are
their former and current headings:

RECOMMENDATION: Future Clean Up
Design a project, preferably using IO funds, to clean up the
concurrently used subject headings of Russia and Soviet Union.
(NOTE: LC is embarking on a project to correct all of these
headings on existing LC bibliographic records.)
