Local Subject Headings (65X:4) in IO

Definition:

1.  Local Subject Headings are of two types:

          a.  Subject headings that are not based on the LC
thesaurus

               Eg.  Arrullos

          b.  Subject headings that are LC-type but are not applied
          according to LC established policy

               Eg.  Jewish nationalism--New York (N.Y.)

               (This topical subject may not be subdivided
               geographically.)  
     
2.  Local Subject Headings are assigned the following tags and
indicators:

          650: 4: Subject Heading - Topical Subject
                    Source not specified (locally developed           
          scheme)
          651: 4: Subject Heading - Geographic Name 
                    Source not specified (locally developed
                    scheme)


Guidelines:
 
1.  Cataloging agencies are allowed to use Local Subject Headings.
2.  Cataloging agencies that do not use Local Subject Headings will
neither assign nor change 65X:4 fields.
3.  All cataloging agencies will use LC-type subject headings (65X:0 or
65X:4) and apply them according to LC policy, whenever possible.
4.  A cataloging agency that uses Local Subject Headings will add a 690
field containing its Processing Unit Code to the IO authority record. 
(Eg. 690::BT)
5.  The S/SYS element of the fixed field will be coded "a." 

NOTE:  MeSH are excluded from discussion.
