When determining if an authority record should be coded provisional, problems often arise deciding if a work is a translation. For example, World Scientific of Singapore publishes many books in English written by Russian scientists. There is no indication that the work is a translation and reference sources do not help. Should the authority record be coded provisional?
Use the following criteria to determine provisional status:

1. The author's country of residence. A Russian scientist who now works in an American institution would be coded full.
   
2. Look at the bibliography for indications that the author writes in another language.
   
3. Consider scholarly practice (in Russia, scientific works tend to be written in Russian, whereas in Denmark, they are written in English)

In case of doubt, code the record provisional.
