Serials uniform titles follow the same rule as corporate bodies and series. When a title is qualified, it uses the latest form of the name during the lifetime of the title.

All titles qualified by: (Moscow, R.S.F.S.R.) will change to (Moscow, Russia) but titles qualified by a city that has changed its name may or may not change its title.

Okno (Leningrad, R.S.F.S.R.)

a serial which is still in publication; the title will be changed to:

Okno (Saint Petersburg, Russia)

BUT

Krasnaia letopis (Leningrad, R.S.F.S.R)

which ceased publication in 1937, will not change
