Notes:

  1. A maximal determinant was first reported by Yang [Y1].
  2. The complete set of 31 inequivalent circulant block forms was found by by Kounias, Koukouvinos, Nikolaou and Kakos [KKNK1].
  3. Kharaghani [Kh] constructed the matrix R32 out of circulant blocks of size 7. (He used the {-1, 1} incidence matrix of the Fano plane.) The method can also be used with non-circulant blocks.
  4. Are there other inequivalent matrices not in the form of circulant blocks?
