Debbi Fletcher

Debbi Fletcher is responsible for IU Bloomington’s emergency management efforts which include planning and assessment, preparedness and training, as well as coordinating and supporting emergency response efforts throughout the campus.  

She has been employed as senior coordinator of outreach and engagement and Red Cross liaison for the City of Indianapolis/Marion County Emergency Management Agency, and served as the public information officer and training officer for the Incident Command and Community Emergency Response training programs. Fletcher was appointed as the Mayor’s Neighborhood Liaison for Decatur and Franklin Townships. Fletcher began her career with the city in 2001 when she was hired by IPD to be the Crimewatch Coordinator for the North District. 

Fletcher has a master’s degree in criminal justice and public safety as well as a graduate certificate in homeland security and emergency management. She is a certified public safety trainer and has achieved certification as a professional emergency manager (PEM) with the Indiana Department of Homeland Security.
