Austeria takes place during the opening days of World War I, in the Austro-Hungarian province of Galicia. War has broken out and local civilians are fleeing the advancing Russian Army. A number of refugees have taken shelter in Tag's inn for the night. A group of Hassidic Jews from the neighboring village arrive, followed by an Austrian baroness, and a Hungarian hussar, cut off from his army unit.

Now homeless, Jacek spends his days panhandling in a rail station in Warsaw, where he becomes friends with a handful of other down-and-outers. One of Jacek's new comrades tells him about the Homeless World Cup, an international football tournament designed to give marginalized citizens a chance to prove their talent through sport. When his friends learn that Jacek was once a rising star on the soccer field, they convince him to coach the local homeless soccer team, and as this handful of alcoholics and addicts begin to respond to Jacek's leadership, he regains the self-respect and sense of purpose he lost when he had to quit the game.

Andrzej Wajda's account of the events at the Gdansk shipyard in the summer of 1980. Winkiel (Marian Opania), a burned-out, alcoholic journalist is assigned to look into the activities of Maciek Tomzyk (Jerzy Radziwilowicz), the charismatic and articulate leader of striking shipyard workers. He turns out to be the son of Mateusz Birkut. The journalist makes use of her own reputation as a youthful radical, implying a solidarity with Tomzyk even as she searches for the dirty laundry the party bosses hope she'll find. But as she interviews the labour leader's associates and his detained wife, Agnieszka (Krystyna Janda), and hears of his travails and of his father's death in the 1970 crackdown against the workers, Opania begins to feel his former idealism returning, forcing her to consider putting her own career at risk to side with the strikers.

Second plot is set on a winter day, during the Martial Law in Poland. An investigating team of Milicja Obywatelska (People's Militia) is visiting a crime scene. Lieutenant Mroz is trying to solve a multiple murder case from four years ago. The tool he has to his disposal is the reconstruction of events with help of the chief suspect, Srodon.

Left behind by a circus, a camel wanders to the house of a simple middle-aged couple. Although the wife is initially bewildered by the strange and unexpected animal, her husband immediately adopts it as a pet. As the man and his new companion take their daily walks in the village, neighbors are drawn to the odd sight and approach him about riding the camel or using it for any number of purposes. He declines to exploit or capitalize on the friendly animal, and is met with barely veiled hostility. In time, the camel becomes a burden on both the town and the man, who's edged out of community affairs and lives on shaky ground with his wife.

This film includes two episodes from World War II, which explore Polish concepts of heroism. In the first novel, "Scherzo alla polacca", a shrewd son who only wants to save his own skin, ultimately becomes a hero and finds a reason to fight. He initially tries to avoid underground training and the Warsaw uprising. His drunkenness, disregard for safety and cowardice when sober stated with humorous effect come out as something sane in the world gone mad. His will to survive is more acceptable than any desire for heroic death. The second novel, "Ostinato lugubre", details a hopeless escape attempt from a prison camp by a man who can no longer stand the confinement and idiocy of the professional soldiers in prison.
