RATIONALE:

To develop greater participation of minority owned business.

POLICY:

Indiana University is committed to providing minority vendors every opportunity to compete for its business. Efforts will be made in the purchasing departments to identify minority vendors, inform these vendors of university requirements, and solicit quotes from such vendors whenever possible. Efforts will be made to communicate with minority vendors regarding the purchasing process so that they may become more viable suppliers.

DEFINITIONS:

Minority vendor is "a large or small minority-owned business concern owned and controlled by minority individuals." The term "large or small business concern owned and controlled by minority individuals" means a business that is at least 51% owned by such individuals; or in the case of a publicly owned business, at least 51% of the stock is owned by one or more such individuals. Further, the management and daily business operations are controlled by one or more such individuals. "Minority individuals" include Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, Asian-Indian Americans.

The term "Native Americans" includes American Indians, American Eskimos, American Aleuts, and Native Hawaiians. The term "Asian-Pacific Americans" includes United States citizens whose origins are from Japan, China, The Philippines, Vietnam, Korea, Samoa, Guam, the U.S. Territories of the Pacific, Northern Marinas, Laos, Cambodia, and Taiwan. The term "Asian Indian Americans" includes United States citizens whose origins are from India, Pakistan, and Bangladesh.
