The bottom liner is a composite liner consisting of compacted clay and a flexible membrane liner (FML), typically made out of high-density polyethylene. The top liner consists of FML only. On top of each liner is a leachate collection and removal (LCR) system that collects liquids that have leached through the waste. Under ideal conditions, all leachate is collected from above the upper liner and there is no penetration to the bottom liner.
