AB: A study investigated "English-only" policies as they relate to workplace literacy and language use. Literature in four areas is examined and integrated: (1) court cases resulting from English-only policies of several companies; (2) requirements of Title VII of the Civil Rights Act of 1964 and the Equal Employment Opportunity Commission guidelines for its interpretation; (3) workplace English-as-a-Second-Language (ESL) literacy programs; and (4) human resource development literature that reports and interprets development relating to English-only for human resource professionals. It is concluded that a primary justification offered by companies for their English-only policies is the belief that American monolingual speakers of English experience negative feelings when they hear a foreign language, a testable hypothesis worthy of further research. If this claim could be substantiated, it would have important implications for future workplace ESL literacy programs, which could address this issue. Of the sampled workplace ESL literacy programs from the last decade, the great majority have paid little attention to needs assessment in program development. It is recommended that such programs must take a broader view of the workplace as a communication system and address all language-related factors. Contains 110 references. AB: This digest provides an overview of the opposing sides in the Official English debate--Official English and English Plus. Proponents of Official English seek to make English the official language of the United States through passage of a constitutional amendment. The movement is spearheaded by two groups, U.S. English and English First. Official English supporters are concerned that bilingual ballots are contradictory to citizenship laws and make non-English speakers prey to bloc voting. They believe that bilingual education advocates preservation of native language and cultures at the expense of learning English. Although the Senate convened hearings on official English in 1984, and the House did in 1988, an English language amendment has never come to a congressional vote. In 1991, proponents took a different approach and launched a statutory form of official English. This Language of Government bill has appeared in several versions, and one of these bills passed the House but not the Senate in 1996. A similar bill is pending in the 105th Congress. English Plus supporters see cultural diversity as a national strength, support bilingual ballots, and cite evidence that successful bilingual education programs result in faster acquisition of English. English Plus legislation in the form of non-binding/policy statement has been introduced in opposition to English only legislation, and several states have adopted English Plus resolutions. AB: The history of the movement to establish English as the single official language of the United States (official English or English-only movement) is chronicled from the drafting of the Constitutions to the present, with emphasis on developments since the 1980s. Increasing interest in the early 1980s is attributed to political factors and demographic trends that emphasized a renewed commitment to "American" values. Stated and unstated goals of the proposed policy are discussed, and a historical tendency toward "language restrictionism" is traced from the early days of the United States through a number of distinct periods in which immigration rates were elevated. Recent legislative efforts of the English-only movement are detailed, and the role and policies of the political lobbying organization, US English, in this movement are explored. In conclusion, all individuals involved in English language education are encouraged to oppose official English legislation. (Contains 13 references.) (MSE)

AB: This book for young readers explores the controversy surrounding the use of languages other than English in education and social settings in the United States. Supporters of the "Official English," or "U.S. English," movement believe that the government and schools should do anything they can to get all Americans to use English at school, at work, and in other public places. Opponents believe that while English is important, other languages have their places in the United States also, and that lawmakers and teachers should encourage recent arrivals to America to keep their native language while they learn English. The case studies of Joe Bernal, legislator and educator, and a proponent of bilingual education, and Linda Chavez, political activist and proponent of English as the tie that binds the nation, illustrate the language controversy. This book explores why the controversy has become so heated and how recent immigrants have coped with the problems of language, cultural heritage, and adjustment to American society. In addition to the debate over the role of bilingual education, there is debate over how bilingual education should be conducted. Research is necessary to determine what works best, and to assure equal education for language minority students. Nine resource organizations are listed, and 33 sources are listed for further reading. (SLD)

AB: Examined the reactions of 83 Anglo-American undergraduates to Anglo- and Hispanic-American-accented speakers supporting or opposing the English-only movement in California. Results found that respondents were happier when the Anglo source argued against rather than for English exclusivity, and that respondents' happiness was not affected by hearing either message from the Latino source.
