AB: This paper describes the recent policy history of reading education, its place on the public policy agenda, and the research that relates reading policy to reading instruction. Part I of the paper provides a brief recent history of federal education policy, which aims to ensure equity. Part II revisits compensatory education and describes systemic reform, the theoretical underpinning of current state education policy. It also reviews effects of the so-called second wave of policy that deals with the harder issues of implementation and capacity building. Part III emphasizes the research on implementation in Michigan--it reviews the relation between school restructuring and reading instruction and describes research on the non-monolithic character of policy responses by teachers and administrators. Part IV discusses the demise of constructivist reading policy in California. Part V suggests an agenda-setting process that culminated with current federal reading policy initiatives. AB: On the occasion of the 15th anniversary of Reading Recovery in North America, this booklet reviews the history of Reading Recovery's "extensive growth, compelling research, and unprecedented success." The booklet tells a story of individuals whose vision, dedication, and untiring efforts have changed school systems and early literacy instruction, demonstrating that literacy for all children is possible. At the same time, the booklet tells a story of successful partnerships forged across international boundaries (New Zealand-Australia-United Kingdom-Canada-United States) and academic settings (universities and public schools) by collaborating participants, including researchers and practitioners; trainers and students; teachers, children, and parents; educators and legislators; school-based professionals; and partners. The illustrated history in the booklet begins with Marie Clay in pre-1984 New Zealand and her ideas about Reading Recovery and concludes with plans for future research in North America. (NKA)

AB: Examining the origin and accomplishments of the Lancastrian monitorial system of instruction, this paper discusses the influence of that system on American education. It gives a brief history of how Joseph Lancaster became involved in reading instruction and how he was a pioneer in emphasizing a reading curriculum that was written down. It then describes the monitorial system of instruction and the Lancastrian method of reading instruction. It discusses influences of Lancaster on American education and lists six relevant beliefs in the thinking of Joseph Lancaster that were very progressive for his day. The paper concludes that Lancaster has a relevant place in the history of reading instruction as well as in bringing to the United States his monitorial system of instruction. Listed are 10 trends that are presently used in the teaching of reading. (Contains 15 references.) (SC)

AB: McGuffey's "Eclectic Readers" were a pervasive educational influence for almost 100 years in America and over 122 million copies were published before their use began to decline in the 1920s. Originally the work of William Holmes McGuffey, born in 1800 and raised on the Ohio frontier, the first McGuffey's readers appeared in 1837: a primer, four readers, and a speller. The readers had pictures on every page and stories almost always had a moral and a connection to God. Eventually 6 graded readers were produced and revised frequently over the next 83 years; they have never actually gone out of print and, as of 1978, were still in use. McGuffey's readers helped standardize education, spelling, and language. Their success at helping to shape the morality, culture, and literacy of American children presents a fascinating and instructive lesson for today's educators. (CR)
