Rick Cockrum is both the owner and principal of Capitol Assets, LLC in Indianapolis, Indiana. He has contributed to the field of governmental affairs for more than 20 years, most recently as a vice president of government relations for WellPoint, Inc. Prior to his employment at WellPoint, Inc., Cockrum worked as the vice president for Anthem, Inc. (the predecessor to WellPoint). Both positions required him to manage governmental affairs in several states and before Congress.

Most notably, Cockrum successfully guided legislation through the 1999 Indiana General Assembly to allow Anthem to convert from a mutual insurance company to a stock company. In addition to managing Anthem’s government relations strategies and lobbying teams at the state and federal level, he was also responsible for many of the regulatory approvals in Anthem’s successful mergers and acquisitions campaign. When he joined Anthem in 1994, they had 3 million customers and grew to 36 million by 2006 when he left the company.

He has been active in a number of organizations, including the Indiana Department of Natural Resources Commission, the Indiana Department of Natural Resources Advisory Council, the board of directors of the National Association of Counties, and the Metropolitan Indianapolis Public Broadcasting, Inc.

Cockrum graduated from George Williams College with a BS, Vincennes University with an AAS, and IUPUI with an MPA.
