Plug-in Electric Vehicles: A Practical Plan for Progress

SPEA commissioned a group of experts from multiple disciplines and organizations to form the Transport Electrification Panel (TEP) to study the promise and limitations of plug-in electric vehicles. The panel was charged with evaluating the Obama administration’s goal of putting one million vehicles on the road by 2015, suggesting policy innovations to cost-effectively advance the prospects of transport electrification, and evaluating the beneficial and adverse effects of the increasing policy interest in plug-in electric vehicles.
