Heather Brophy,
MPA ’01, is a grants systems manager for ARD, Inc., an international
consulting company on contract to the United States Agency for International
Development (USAID). Brophy helps provide grants to Palestinian non-governmental
organizations (NGOs) in the West Bank and Gaza for emergency assistance projects.
In preparing all grants and contracts, she ensures compliance with USAID regulations
and maintains a system for moving projects from the application stage to final
project close-out. Under the circumstances, compliance is critical. “The
politics of this place make it doubly important that we are providing U.S.
government funding to organizations that are using the money as planned and
not for anything that can be even construed as terrorist activities,”
she explains, “so this takes considerable compliance oversight.”

BSPA '84, sends greetings from Kunduz, Afghanistan. "In October, my
team and I were able to witness the first free presidential election in
Afghanistan history. It was the culmination of U.S. and coalition work in
this country since the September 11th terrorist attacks. Although opposition
militia forces tried to disrupt the election and intimidate voters, the
efforts of the United Nations, coalition military, and Afghan interim government
won out."

of Dracula, Nadia Comaneci’s perfect 10s at the Montreal Olympics,
and the haunting faces of orphaned children. Many don’t realize, however,
that Romania is also one of the most beautiful countries in Europe, with
magnificent mountain ranges, gorgeous beaches, and the largest river delta
in Europe. Above all, Romania is a country struggling to modernize itself
and shake off its communist legacy in the hopes of joining the European
Union.
