IUB – Billy Hayes Track Reconstruction

Action item:  Approval of the Board is requested to reconstruct the existing outdoor running track and field events areas at the Billy Hayes Track on the Bloomington Campus.  Work may include base reconstruction (depending on inspection), as well as the installation of a new synthetic running surface.  The project is estimated to cost $1,500,000 and will be funded by Indiana University Athletics.  Appropriate State approvals will be requested.

IUPUI - Parking Garage

Action item:  Approval of the Board is requested for the construction and site of a five-level parking structure parking structure on the Indianapolis campus at the southwest corner of the two blocks bounded by Blackford, Michigan, California and Indiana Streets.  North Street which bisects this site will be closed to traffic between Blackford and California.  The garage when completed will provide 1300 spaces.  The project is estimated to cost $18,500,000 and will be funded by Parking Operations.  Appropriate State Approvals will be requested.

IUPUI - Glick Eye Institute

Action item: Designapproval is requested for the Glick Eye Institute located on the Indianapolis campus.

3.       Master Planning Discussion and Approval

IUSB – Expand Master Plan Boundary

Action item: 
Approval is requested to expand the Master Plan boundary of Indiana University South Bend south to the north line of Lincolnway East to include parcels of real estate adjacent to the existing Master Plan area.   This area serves as an entryway to IUSB student housing and would provide additional space for campus programs.

IUS – Expand Master Plan Boundary

Action item: Approval is requested to expand the Master Plan boundary of Indiana University Southeast to include parcels of real estate adjacent to and south of the existing Master Plan area.   This area would provide additional expansion space for University programs and complete the southern boundary of the existing campus to the north line of I-265.

4.       Real Estate Item

IUPUC – Declare Lot as Surplus

Action item: Approval is requested to declare a 4.13 acre parcel of real estate in replatted subdivision as surplus to allow transfer of the property to the City of Columbus pursuant to IC 21-36-3-7.

It is requested that the parcel of real estate described below located in the replatted AMCE Administrative Subdivision of Columbus Township, Bartholomew County, Indiana be declared surplus.  Transfer of the described real estate owned by The Trustees of Indiana University is needed to facilitate construction of a multi-function building, currently referred to as the Advanced Manufacturing Center of Excellence, to house manufacturing and science laboratories, program space and faculty offices in conjunction with the EC015 initiative funded by the Lilly Endowment which has placed emphasis on Advanced Manufacturing, Nursing, and Tourism / Hospitality.  Advanced Manufacturing has been allocated the largest portion of the available funds and includes the construction of the Advanced Manufacturing Center of Excellence.  This lot is located adjacent to Indiana University Purdue University Columbus, Ivy Tech State College and the Columbus Learning Center.

The parcel of real estate is described as follows:

          A part of the east half of Section 6, Township 9 North, Range 6 East situated in Columbus Township, Bartholomew County, Indiana and described as follows:

          Beginning at the northwest corner of Lot 25A in the Proposed AMCE Administrative Subdivision; thence South 89°58’50” East along the north line of said Lot 25A, said north line is also the south line of Lot 44D in the proposed AMCE Administrative Subdivision a distance of 592.43 feet to the northeast corner of said Lot 25A; thence South 00°09’36” West along the east line of said Lot 25A and also the west Right of Way of Kelly Street a distance of 304.72 feet to the centerline of the proposed vacated Grissom Street Right of Way; thence North 89°50’26” West along the centerline of proposed vacated Grissom Street Right of Way a distance of 592.43 feet to the west line of said Lot 25A; thence North 00°09’36” East along said west line a distance of 303.28 feet to the Point of Beginning, containing 4.13 acres more or less and subject to all applicable easements and Rights of Way.

It is further requested that the administration of the University be authorized to take such action as is necessary and convenient to complete the transfer without consideration pursuant to the procedures established by statute IC 21-36-3-7 and that the Treasurer be authorized to execute any and all documents to give effect to this declaration and the disposition of the real estate and to include such restrictions and reversionary interests as may be appropriate.

It is requested that The Trustees adopt the following resolution to authorize a prospective transfer for this purpose.

RESOLUTION OF THE TRUSTEES OF INDIANA UNIVERSITY

WHEREAS, the fee simple title to the real estate described as,

which real estate is located in the County of Bartholomew, State of Indiana, is now vested in The Trustees of Indiana University; and

WHEREAS, the title to said real estate was acquired by purchase or gift from previous owners by The Trustees of Indiana University, and

WHEREAS, said real estate is not needed for future purposes of Indiana University, and

WHEREAS, it is the considered opinion of The Trustees of Indiana University that said real estate should be declared surplus to the purposes of Indiana University and disposed of in accordance with applicable statutes and policies,

NOW, THEREFORE BE IT RESOLVED, that it will serve the best interests of Indiana University to dispose, sell and convey the real estate described above in accordance with the law of the State of Indiana, including without consideration and subject to such restrictions and reversionary interests as may be appropriate and the administration and Treasurer of Indiana University are hereby authorized to take all actions necessary to give effect to this resolution.

5. Consent Items for Approval

IUB – McNutt and Teter Quad Restroom Renovation

Action item:  Approval of the Board is requested to update restrooms on all floors of Bryan Wing of McNutt Quadrangle and Thompson Wing of Teter Quadrangle.  The existing common restrooms/showers will be replaced with an individual style configuration to provide privacy for residents.  New piping and ventilation systems, lighting and fire alarm strobes will be installed.  Funded by the Department of Residential Programs and Services, the project is estimated to cost $3,862,000.  Appropriate State approvals will be requested.

IUB – Black Film Center Archive

Action item:  Approval of the Board is requested to renovate the Black Film Center Archives currently located in Wells Library.  The project is estimated to cost $904,000 and will be
funded by College of Arts and Sciences Reserves.  Appropriate State Approvals will be requested.

IUB - State Road 45/46 Bypass – Utility Relocation

Action item:  Approval of the Board is requested to relocate steam, condensate, potable water, sanitary sewer and telecommunications cable out of the construction limits of the 
State Road 45/46 Bypass widening project.  The project is estimated to cost $1,800,000. Appropriate State Approvals will be requested.

IUB – Eigenmann Parking Lot Improvements

Action Item: Approval of the Board is requested for the realignment and expansion of the existing surface parking currently available south of Eigenmann.  A net gain of 293 spaces will be realized when the existing drainage way is captured within a box culvert and the limits of the parking surface are expanded.  The existing lighting will be expanded to provide the necessary levels throughout the expanded surface.  Bike parking areas will be increased.  The project is estimated to cost $1,870,000 and will be funded by Parking Revenues.  Appropriate State Approvals will be requested.

3.         Naming Matters

Action Item:  Approval is requested to rescind the motion to rename the Ora L. Wildermuth Field House the William L. Garrett-Ora L. Wildermuth Intramural Center, which was approved at the February 20 Board of Trustee’s meeting.
