These policies are issued to explain the University’s personnel policies which apply to Service Staff employees on the Bloomington, IUPUI, and South Bend campuses. As such they represent only a portion of the University's personnel policies and procedures. A complete set of the University’s personnel policies is available for review online at

The policies are issued for the convenience of Indiana University and AFSCME. They have not been submitted to, nor approved by, the Board of Trustees in their present form. This does not change the authority or intent of policies which the Board of Trustees has approved. Instead, this is an attempt to collect in one place the policies applicable to Service Staff employees represented by AFSCME, pursuant to their exclusive representation rights under the Conditions for Cooperation.

Individual departments may have additional guidelines and operational procedures designed to assist in the day-to-day management of the departments. These department-specific procedures may vary from department to department and they are supplemental to and not in lieu of the university’s personnel policies. In case of conflict between such operating procedures and the University’s personnel policies, the University’s personnel policies shall govern. Such conflicts shall be subject to all stages of the grievance procedure. Should a department issue new or change existing procedures, the department shall meet with the local union leadership prior to implementation to explain the procedures and to attempt to resolve any questions or concerns. The department will then communicate the changes to the affected employees. The purpose of this compilation of policies and other policies that apply to Service Staff employees is to provide fair and equitable treatment of employees through their consistent application.

There will be times when the contents of these policies change for such reasons as changes in law or the addition of new or modifications to existing programs. Such additions or modifications will be made on the University Human Resources Web site at and is the official version of the policies. When such changes occur the University will notify AFSCME and meet if requested to review and discuss them.
