Establishing a Position
CWA 9.1

This policy applies to all Support Staff at IU Bloomington and Northwest.

Procedure 9.1
A. How to establish an appointed position

  1. If a department expects a prospective employee to work at least 1,930 hours or more in a fiscal year within a responsibility center (RC), then an appointed position should be established.

    1. Hours of work is based on all expected work within an RC, even if such hours are from different funding sources or different departments within an RC, and/or multiple tasks are performed.

  2. If it is expected that an employee will work less than 1,930 hours in a fiscal year ensure that (1) the position is needed for at least nine months in a twelve-month period and (2) is at least half-time, (3) funds are available.

  3. Create a position maintenance document and obtain approvals through the routing authority.

  4. Complete a Position Description and obtain the necessary approvals.

    1. The Position Description document can be found in the Forms area of the University Human Resource Services Web site.

    2. Obtain approvals from the following:

      1. The department head

      2. The director of the Responsibility Center or designee at Bloomington and the appropriate Vice Chancellor at Northwest

      3. Campus Human Resources office

  5. Ensure that the campus Human Resources office has assigned the position a classification level. See the policy, Position Classification/Reclassification. See the policy, Salary Decisions for Individual Employees for information on how to set the hiring pay rate for a new position.

  6. Contact the campus Human Resources office concerning recruiting and advertising arrangements. See the policy, Posting and Advertising a Position Vacancy, and the policy Rules and Guidelines for Filling Positions.

Procedure 9.1
B. How to establish an appointed position from an hourly position
To prevent an employee from remaining in an hourly employment status when regular employment would justify an appointed staff position, an appointed position should be created. The department head or account manager is responsible for implementing the procedure below.

  1. Inspect the hourly employment rolls each April, July, October and January. At the same time, these records are to be made available to the CWA.

  2. Department heads should establish an appointed position when an hourly employee has worked for 1,930 hours or more in a fiscal year within a responsibility center (RC).

    1. Hours of work is based on all expected work within an RC, even if such hours are from different funding sources or different departments within an RC, and/or multiple tasks are performed.

    2. Such a position must be advertised. Follow the procedure on the previous page and the policy, Posting and Advertising a Position Vacancy.

C. Hourly positions

  1. Before a department commits to employing a person for a full-time hourly job (40 hours per week), the department must anticipate whether the job will lead to regular employment, i.e., an appointed position. If so, the job must be advertised in the same manner as an appointed position. During the advertising period the job may be filled with temporary help.
