Budget and Financial Manager - PA2AD

Description and Responsibilities:

Provides day-to-day budget guidance to CACR and CLEAR administrative director, executive and deputy directors, stakeholders, and staff and assists them in the formulation or review of business plans and funding models. Responsible for preparation of requisitions and purchase orders and tracking associated payments; responsible for reconciliation of credit card statements, revolving fund account, etc.; and responsible for the preparation and analysis of budgets including high-level operating budgets and project/event-specific budget. Performs analysis and formal interpretation of monthly financial reports for senior management; determines and proposes any required corrective budgetary actions; ensures implementation; and monitors future performance.

Qualifications:
REQUIRED: Bachelor's degree in accounting, business, management or closely related field and two years of progressive experience in budget oversight and management.

Strong administrative skills; solid understanding of accounting and finance; and advanced knowledge of spreadsheets for account development, forecasting, presentation, and reporting. Ability to work quickly to develop proficiency with the university and external agency financial systems; excellent analytical skills to develop and evaluate competing RFPs; and excellent communication and negotiating skills.

Advanced interpersonal skills with the ability to effectively and sensitively interact with an internationally and culturally diverse constituency; good fundamental understanding of current health information issues with the ability to effectively communicate with researchers and intellectuals dealing with cutting edge topics and infrastructure; and the highest standards of integrity and discretion.

Preferred: Experience in accounting and finance in a research institution is necessary.
