Manager, Human Resources Management Systems - PA4IT

Description and Responsibilities:

Manages systems analysis and programming personnel for Human Resource Management Systems. Responsible for systems development projects required by departments using the Human Resource Management Systems including the Oracle PeopleSoft ERP system for HRMS, Payroll, and Employee Center as well as enterprise J2EE Web applications built on the Kuali open-source development framework (HR E-Docs, Timekeeping, Faculty Annual Report, and ePTO.)

Coordinates the activities of the technical team with other ES development teams; provides strong leadership in the design and development of robust and reliable enterprise-scale web applications; and participates in the development of long-range plans for systems development. Responsible for the implementation of enterprise web applications; conducts research, evaluates alternatives, and proposes solutions; and provides technical leadership, expertise, and supervision of activities needed for systems analysis, design, and programming as related to system development and maintenance. Serves as liaison with user departments and heads special assignment groups; serves on various committees; and represents the institution at local, state, and national professional organizations.

Establishes priorities for tasks to ensure that the development and implementation of projects happens on time; plans, organizes, assigns, and supervises the work activities of analyst/programmers including initiating personnel actions on hiring, promotions, and terminations; and conducts performance evaluations. Plans and assists in the education, training, and technical development of analyst/programmers; prepares a variety of reports and analyses supporting short and long-range objectives; reviews, evaluates, and approves proposed modifications and design specifications; and provides time and cost estimates and documentation for these proposals.

Qualifications:
REQUIRED: Bachelor's degree in business, information technology, or related field and seven years of progressive computing experience in the area of systems development and/or system administration experience in a large complex computing environment.

Demonstrates leadership skills including strong team building, problem solving, decision making, motivation, and communication skills; excellent interpersonal and communication skills necessary for working collaboratively within a diverse university environment including working with community source partners consisting of large research institutions, large and small private institutions, and small community colleges; creativity, flexibility and high energy to provide leadership to excellent technical staff during rapid-paced change; and experience in systems analysis, project management, systems development, budget and staff management, and enterprise software.

Preferred: Master's degree and direct experience managing large, multi-campus system projects.
