Project Manager/Policy Analyst - PA3AD
Description and Responsibilities:
The Project Manager/Policy Analyst is a position within the Center for Applied Cybersecurity Research (CACR) and CLEAR Health Information that is responsible for tracking, reporting and disseminating various research project information to a variety of audiences and agencies. Communication and reporting will include internal communications with faculty at IU and other universities throughout the US; the business, health, and military communities within Indiana; the general public of the State of Indiana; and national and international scientific and business communities, as well as funding agencies.
This position will manage the collection, compilation, and writing of project progress reports to various funding agencies, as well as create and maintain project plans for various externally funded projects. Grant project tracking will include progress against deliverables in the project statement and projected spending against budget, as well as monthly tracking and reporting staff effort on various projects for A-21 federal reporting.
In addition to project management responsibilities, this position will be responsible for analyzing federal and state regulations and policies relating to cybersecurity, information assurance, and privacy issues and disseminating this information to the center directors, stakeholders, steering committees, and others involved in projects for both CACR and CLEAR Health Information.
Qualifications:
Bachelor's degree in Computer Science, Business, Psychology or closely related field. Graduate degree, including a JD, strongly preferred. An equivalent combination of education and
experience may be considered. At least three years of experience in project management and policy analysis. A strong background in effective project management is required.
Preference is given to those with a background in legal/policy analysis; special consideration will be given to candidates possessing a JD.
The candidate will represent CACR and CLEAR Health Information across the entire University and also represent IU to major federal agencies such as NSF, NIH, DOD, DARPA, etc. Must be familiar with protocols and processes specific to each agency, with special emphasis on federal grant and research guidelines. The candidate will also represent Indiana University in national and international partnerships as appropriate, including participation at conferences, publications, and report writing.
Candidate must be highly experienced in project management. Particular emphasis in management of large projects using multiple resources. Candidate must have a good understanding of financial management processes and potential impact on project deliverables and outcome. Excellent verbal and written communication skills, including the ability to interpret grant proposal guidelines into statements of work and formulate project plans and timelines, and to interpret state and federal policies and regulations and determine what impact they may have on ongoing projects.
Ability to foster and maintain collaborations with internal and external academic researchers through a balanced, service-based approach. Must work well independently and collaboratively, have excellent analytical skills, and demonstrate enthusiasm for working with new technologies and a wide variety of projects for both centers. Must have demonstrated ability and comfort in working in situations high in uncertainty and ambiguity; ability to show excellent judgment maintaining confidentiality of sensitive information; and ability to deliver excellent outcomes under high degrees of pressure and sometimes short deadlines.
